It seems that the Dutch government has decided that it is forbidden to send / to sell aircraft spare parts to Russia. Bulgaria has also just closed its airspace to Russian planes and Lithuania and Latvia will do the same Estonia closed it already.

Citing “unfriendly decisions” by Warsaw, Prague, and Sofia in response to Russian aggression in Ukraine, Russia’s federal aviation agency announced that it closes its airspace for passenger airlines owned by companies in Poland, the Czech Republic, and Bulgaria, or registered in those countries.

That's part of the European package of sanctions against Russia, and not a Dutch Gov't decision. The fear of KLM is that there would be no spare parts in Russia in case of a problem occurring there.

Lufthansa just issued a statement saying: "Lufthansa will not use Russian airspace for the next seven days due to the current and emerging regulatory situation. Flights to Russia will be suspended during this period. We continue to monitor the situation closely and are in close exchange with the authorities".

There are at least 5 Finnair aircraft over Russia right now. Maybe they are waiting for that all aircraft land at HEL.
