What is the reason for this? What does the law text say?
Chapter VI of the law of 13 June 2005. "Nobody is allowed to own radiocommunication equipment without authorisation." "Nobody is allowed to intercept communications which are not specifically aimed at him/her", etc.

IIRC You need a so-called ‘radio operators licence’ before you can listen to or broadcast on aviation frequencies.
