Compensation - Relevant Belgian authority to contact?

My recent flight (BRU-DUB w/ Aer Lingus on 10-08-2012) was cancelled and as such trip was delayed 12 hours. This was not force majeure and I want to make a compensation claim under the EU Reg.

I will obviously claim with the airline, but I would also like to copy the appropriate authority... In this case would that be the relevant Belgian authority (CAA? Ombudsman) as the flights point of departure? Or would it be the Irish CAA, operators certificate?

Any advice would be appreciated?
