Strobe lights required to work?

I saw an airbus landing today with the left strobe light not working.
Now my question is: Are those strobe lights (white flashing lights at both wings) mandatory and do they have to work?
Is it possible that a plane can't depart because one of the lights(navigation, strobe,...) isn't working?

I'd have to look it up, but at a quick guess I would say that navigation lights are mandatory, strobes are not. But mind you: both airlines and airports may well have their own rules on top of the legal.

No, these strobe lights are not required to go... Even not required to be fitted on any aircraft... For example, OO-VBR doesn't have any strobes...

BUT these strobes can be used (and must be in that case) when one or two red beacons are missing for whatever reason. For example again, OO-VBR must have 2 red beacon operative to be dispatched, beeing not equiped with strobes...

Aircraft can fly without strobe lights, NAV lights inop are allowed during daytime ops.
