As far as I know , in the UK nothing is privatised yet.In the UK, maritime search and rescue is coordinated by HM Coastguard, while land-based operations are usually coordinated by the local Police force. The operation itself is carried out with aircraft from the Royal Navy, RAF or Coastguard, RNLI lifeboats and police, military or volunteer mountain rescue or ALSAR teams. In 2006, the government announced controversial plans to effectively privatise provision of search and rescue helicopters in order to replace the aging Sea Kings currently in use, although they have suggested that crews may (at least partially) still be made up of military personnel.
Have no idea about Ireland.
I general, SAR-organisation is subject to several international treaties under supervision of the United Nations, especially the International Civil Aviation Organization (ICAO) and the International Maritime Organisation (IMO).
Besides the above there are also other agreements between governments (like the Benelux and the European Union). And on top of that we have the military SAR-needs again national, multi-national(EU and NATO) and inernational (UN).
So Sar-organisation has to comply with all the conditions of all those treaties: equipement, trained personnel and so on...
It is clear some of the operations can be done by a private company but not all of it.
