Maybe it is a way to bring down spending on holidays/trips out of Europe.

European Commission, press release 28/03/2012:
"...Following a recent media report about the inclusion of aviation into the ETS, it would be useful to recall the following: the EU has consistently been clear that it will review its legislation only if and when a global agreement to address aviation's greenhouse gas emissions is found in ICAO. Pending this global agreement, the EU legislation will continue to apply to all aircraft operators using airports in the EU territory..."

US Senate panel passes bill to block EU airline law
A Senate committee passed a bill on Tuesday authorizing the transportation secretary to bar U.S. airlines from complying with a European Union law that would require them to pay for carbon emissions on flights to and from Europe.

the US that would forbid US companies to pay a EU tax.
( meaning: if a US company would pay the tax to be allowed to perform fights to/from EU destinations, it breaks the law on purpose - didn't read yet about punishment )
Well, I suggest that punishment would be the same amount that the US company paid.
So US companies would have to pay double.
Sounds reasonable, isn't?

This should sound familiar to Belgians, the US is thinking, if the EU gets money from the airlines, we should get it too.

The European Union is within its rights to apply carbon taxes to flights between Switzerland and member states, although flights to and from other countries outside the bloc are exempt, said the EU’s top court.
