Nice and Berlin are both wrong.
Geographically, Berlin is the closest yet (in terms of distances from this place to the cities guessed so far.)

It was built in 1899 by the architect Swan & McClaren and founded by Martin, Tigran & Arshak Sarkies. Also if i am correct it was gazetted as a national monument on 6 Mar 1987.
