I think they have to be assembled here (some pre-assembled allowed while the line and process is established).
There also has to be all the offsets for the content not US produced.
The only airframes I can recall recently that were not done that way (going the other way) were the AWACS aircraft , and those did have offsets.
Italy and Japan will not make 787 tankers either (4-6 in each order), but the offsets are required.
F15s sold to Japan were assembled there.
C17 will not be produced anywhere other than US, but offsets there as well.
We may eventually wind up so offset, that no one will be able to figure out who made what for whom, what program, why its done and what to do with the parts.
