I don't see this problem - normally one of the countries takes the role of the legal successor - like Russia does for the former Soviet Union, just a matter of some diplomatic apaper...

Serbia is to be the "successor". The independence has been wanted for both states, so it was either Montenegro or Serbia who would have called for independence. Also, Serbia may also become a kingdom once again after nearly 80 years.

I am sure both states are in CAT II, and it was Serbia that asked for CAT I, so it will be Serbia who gets the re-assesment. It doesn't bother Montenegro at the moment as YM is too small of a company to begin trans-atlantic, and there is not that much of a demand.

Well, lets see what happens in September.
