Well the U.S. only has jurisdiction over their own airspace, and no jurisdiction over foreign flagged aircraft in International airspace. As far as being arrested in Holland, apparently they were detained for questioning and released. As the article states no names were released due to the fact they had not committed a crime nor were they arrested.

They didn't have papers to be in Holland so the police escorted them to a plane to the UK.
From the UK they connected to another flight to........Mexico 8)
Did you follow the news lately? The last months the dutch judges released around 15 arrested terrorists due to a weak (legal collected) evidence!!!!
Almost all evidence (maps, videos, tapes, pictures etc) were found by the AIVD (dutch CIA) and this is no legal evidence in the view of dutch law 8O
So it didn't surprise me at all they were not arrested.
