When new topics are created counting goes:

450
451
452
453

when you remove 1 topic counting continues with 454 and will not fill the empty gap. Thus topic # 10000 does only mean: the 10000th topic that has been created. But in real we are at approx. 9700 existing topics. Lots of them removed because of double topics, etc....
