Your point well taken Sicilian Falcon. But i hope they do someting about it.
Getting this done must be an herculean task i am sure, so finishing the work would reveal that we can work more and would create a precedent. So i think the wanted to suggest otherwise.
Unconfirmed reports suggest that :-
Air-India Express is planning to launch operations on April 28th. In the first phase, the airline will fly between stations in Kerala and the Gulf.
I like it to be honest though I think they should have put something on the tail with the yellow so it looks finished.

Dubai's Department of Civil Aviation gave Air India Express the permission to start service to Dubai.
This makes AirIndia Express the first LCC to get rights for service to the Dubai International Airport.
Air India Express plans to launch its services to the Gulf on April 29, 2005 initially connecting Abu Dhabi & Muscat to all the other major destinations covered by Air India in the Gulf.
Dubai-bound flight will connect only Kerala in the initial stages.
