What's the lowest allowed altitude for air traffic over BRU?

What's the lowest allowed altitude for air traffic over BRU?

I'm not a regular spotter at BRU these days. However a few weeks ago I noticed a -to me- remarkable manoeuvre, namely that of a 747 passing over BRU at a rather unusual low altitude.

No big deal for sure. There are zillions of planes passing over BRU everyday. However to me this 747 seemed to be so low, that for some moments I thought it was engaged in an unusual approach pattern to BRU.

The picture above is taken from 'the Mosselbank'. The DHL A300 just took off from 25L and is still above the town of Zaventem. The 747 is -at a few thousand feet higher- heading north. I followed the 747 thinking that perhaps it was in a descent and about to turn right for a regular 25L/R arrival. However the Travelcitydirect 747 obviously had no business at BRU and continued heading north.

I would have estimated the altitude of the 747 at perhaps 6000-9000 feet.

What is the lowest allowed altitude for (commercial) air traffic flying over BRU?

Disregarding helicopters and props, is it common to have passing traffic over BRU at this kind of low altitude?

Jan_olieslagers, thank you for the clear answer.

Today I noticed another 'low' one above BRU. For a moment I thought again that this aircraft might be engaged in some unusual approach procedure to RWY25L, however the unknown 747 kept its altitude and heading, probably en route to LUX.

The picture below is taken at 'The Mosselbank'.
The SN A319 just took off from RWY20 and is now above the town of Wezembeek.
