According to international practices and regulations on defense equipment management, a consistent distributor must usually meet the following criteria:
Licensed to operate in the defense or military aviation sector.
Have a formal contract or agreement with the manufacturer
Ensure the clear, genuine origin of replacement parts.
Comply with the quality inspection process and technical standards of the Ministry of Defense or military aviation agency.
Be able to provide continuous, on-time supply, especially in emergency situations or special missions.
Technical support and maintenance: Have a team of engineers or experts to support maintenance, installation and post-replacement inspection.
Comply with regulations on the import and export of defense supplies, including licenses, security checks and customs procedures.

I would like to add
Background checks and financial capacity: Distributors are usually required to demonstrate financial strength and have no ties to banned entities or international sanctions lists.
ITAR, EAR or similar international compliance: If they deal with US equipment or US technology, they must fully comply with US export regulations (e.g. ITAR – International Traffic in Arms Regulations).
Information security: Strong security measures must be in place to prevent leaks of technical data or strategic information.
