Hard to say as the administration, permit is still ongoing. But this should be finished by the end of the month. Then contracts with the selected construction companies should be signed.
If they can start this year, it should be finished by the next Summer season 2026. But don't take me on that bcs practice can be different.
The next big warf is the temporary bus station so that they can start with the construction of phase one of the new intermodal transport infrastructure.
Certain things will be at the same time

It is a genuine improvement over the current situation, although it should at the very least be covered throughout to protect passengers from the sunny Belgian weather.
Also, the investment that needs to happen is to stop pretending that it is normal to drop off passengers so far off the terminal. While better than the current situation, this further highlights how... odd BRU continues to be for outbound passengers.

Just for a moment stop with this trolling just like JOVAN2. Do you remember the old drop off before 2016? Then there is an effort to get rid off the current ugly one, and still it's not good....

Before 2016 we had a third-world situation (although some "third-world" airports had a better drop off area). Now we have an intermediary solution which is an improvement but not what one can expect, see the drop off for taxis, inter alia. As to the new drop off area, is it so difficult to understand it has to be COVERED ! And when will it be operational ? In 2030 knowing the way things work in Belgium ? Look around at many airports around us and in East Europe. How many airports has a full covered drop off zone??? Right....
As you maybe also saw, but this is highly uncertain in your situation, the drop off zone has a part which is fully covered. But just to make it clear to you, it has a part.
So yes, there is a chance that you will feel rain or sunshine.
Regarding the taxi places? Did you read the latest information??? Also right....

Building 31 will be also demolished. This is a huge technical building, engineering and maintenance building, on the opposite side of the state of art maintenance building of TUI
