I quickly checked skyscanner for some random dates in January for both Toronto and Newark. For Toronto I didn't find any direct flight. For Newark only once daily.

YYZ is already stopt since half Septembre.

Not exactly a new route, but Hainan will make Brussels its new technical stopover for Beijing-Boston, replacing Seattle.
From 20th October, 3 weekly flights by 787-9, duration will be 19h30

If I understand the post on Aeroroute correctly, the outbound flight is direct polar route PEK-BOS.
Return will be Eastwards via BRU.
Stop over in BRU makes the inbound about 500nm longer than via SEA but possibly shorter flight time?

Any long haul expansion is (luckily) decided jointly, not separately. So if this is on the agenda of a 'mission' it is because all airline parties want this (LH, SN, LX, ...) and of course political, other economic parties, etc.
