Russia has legalised the so-called cannibalisation of aircraft, allowing Russian airlines and enterprises to remove serviceable spare parts for their storage or installation on others. Russia also allowed airlines to install non-original foreign spare parts, to extend the terms of aircraft maintenance.

Russian lessor VEB's subsidiary in Ireland was identified as the lessor that sold 10 B777-300ERs to Aeroflot in late 2022. The planes have been leased by Aeroflot since 2013 and 2014 and they were leased under a finance lease deal.
The European Commission has contacted the Irish government after Aeroflot claimed it had bought ten B777s from an Irish company, a subsidiary of VEB (Russia).
