If VLM is the only candidate 'left' - and I have little doubt they are - then why do they now claim that no decision has been taken yet? I've always felt the whole 'there is a new carrier but we'll tell you the name next week' thing was about a delay in making these flights bookable. A delay that's clearly building up now.
And if that is the case there probably IS a signed contract. One that will be honored with flights starting on October 29th. But there was probably also a (verbal?) promise about a new booking engine being up-and-running by last week. And if that promise had been kept, keeping the name under wraps for more or less a week wouldn't have been a big deal. As it stands now... it's becoming a bit problematic.

ANR to LCY flights can be found in some booking engines for this winter. Same schedule as before with Cityjet. It shows as aircraft type F50 and operated by Austrian Arrows. VLM Slovenia uses VO as it's code and this code used to belong to Tyrolean Airways which operates now as Austrian Arrows. Currently in the system as Hahn Air Systems.
So seems that VLM Slovenia will operate the ANR to LCY flights. Hopefully they will make it official very soon.

You can find the flights in Travelgenio but operating airline is shown as Borajet and aircrafttype Embraer E190.

All the other weird mentions of (non-existing) airlines actually comes down to however quickly these sites update their IATA codes. These flights are indicated as 'operated by VO' which used to be Austrian Arrows and/or Tyrolean but nowadays refers to VLM Slovenia.
Same for the actual flight numbers: Hahn Air is an airline that really only exists to allow other airlines to get their flights in all the reservation systems. They reserve blocks of numbers following their IATA code of H1 for each of their customers. VLM Slovenia got H11200 to H11249 which probably used to belong to... Borajet. So whatever combination of Hahn Air, Austrian Arrows, Tyrolean Airways and Borajet you might see... it's all VLM.
TL;DR: Don't trust these booking sites to be correct and up to date.
