So, why SNBA isn't able to fill in its plane, and Virgin do ???

First of all because SNBA doesn't fly to the same destinations like VEX does.
Secondly, because there are still people who don't know SNBA but do know VEX.
And finally because the people only look at the price of the ticket and not the service that is offered...

VEX also isn't able to fill their planes, they just reported a 59% loadfactor for January!!! That's extremely low for a 'low cost'!
