If you think that we as controllers are free to direct pilots at our leisure, you're wrong. Nearly all flights from Brussels depart on a SID (standard instrument departure) as published in the Belgian AIP (Aeronautical Information Publication). Unless for reasons of air safety, we are not allowed to take an aircraft of its SID until it passes 5000 ft. This in itself reduces capacity, because it reduces our flexibility...

Needless to say, the disign of the SIDs is something highly political - as is more and more the choise of RWY (cabinet officials calling the tower to ask why we're using such RWY and not another - this is real and happened on several occasions :shock: )

And for arrivals you also have to respect certain altitudes above certain area's isn't it? :)

That's right, altough that's more to avoid aircraft taking away a piece of a church tower :D We work with 'minimun sector altitudes'. If an acft is at the minimum sector altitude, it is at least 1000 ft above the highest obstacle in that sector...

Generally speaking, arriving acft don't like to descend too soon, because it increases fuel consumption. Recently continuous descent approaches (CDA) have become available at Brussels, which allows acft to descent at their own pace (so engines idle I presume?) and thus reduce fuel consumption... Unfortunately, this is only feasable in low to medium traffic...
