CRL closed 26/12/10?

Does anyone know why CRL is closed at this moment?
The weather seems good enough ??

It might seem good, but it is not good.
ARR CLOSED DEP CLOSED
TRL FL045 TWY SOUTH, N3,N4,G,H CLOSED,CAUTION TWY SLIPPERY,LVPP

And there is already a diversion: RYR6729 KRK-CRL diverted to OST.

But this is not below minima for a CATIII approach?
RVR min is 200m and DH is 86ft?
And also it would not close an aerodrome, pilots could always attempt an approach?

A/D is not closed by parameters.
A/D is closed by human decision.
Couldn't say WHO made this decision, though, nor WHY.

The first diversion to OST was first in touch with Lgg to ask for landing.
Was not accepted because no parking available. CLR was said to be closed for rwy clearing in progess.

The problem was the runway edge lights : they were snow covered, so not giving the required power !! the low visibility procedures were not applicable because of this !! The TWR has a sort of "checklist" to apply when starting low vis ops
