It does say that the Russian pilots will have to go within 2 months. It doesn't say how many will be left afterwards or if they will come back. It doesn't say who will replace them ( Ukrainians, Belarussians, or other operators who are used to work with that equipment )
My personnal opinion is that it is a combined window dressing excercise by Iran and Russia together to please the outside world.

In fact, this saying of the Minister refers to all foreign pilots in Iran, most of whom are Russians flying Russian birds. Iranian authorities believe that there are enough Iranian skilled pilots and there is no need to any foreigners.
The matter is not irrelevant to 2 recent incidents in Mashhad. Both of them were Russian pilots on Russian planes, and both were said to be pilot's fault.
Anyway, nothing is more than a probable before it is done here in Iran, even if said by the minister...
