It would seem the fighter pilot(s) based the decision to shoot solely on the lack of radio response, that seems quite incorrect to me as there might always be a radio failure. Besides, I remember from aviation law that there are defined signs between intercepted and interceptor like waggling the wings, lowering landing gear and others, to give instructions and to acknowledge them. No sign of such, in this video.
Is there any official report published about this "incident" ?

Are the fighter pilots in jail now? Seems nothing less than manslaughter to me!
Edit: Found it myself: "The two Peruvian pilots who shot down the Bowers plane spent 10 months in prison in their native country but were never charged with a crime."
