Airbus Gets Proposal to Produce Plane Wings in Russia

The governor of one of the Russian regions has proposed Airbus to produce blanks for plane wings manufacturing at a local plant, but it is unknown whether Airbus will take up this proposal or not http://www.russia-ic.com/news/show/4888/

What effect (if any) would this have on the wing making operation in England? I might write an article on this if British jobs would be affected.
