Sure, it is one of the 7 African projects of SN under investigation indeed, yet the one which will likely be announced in September is going to be based in FIH (Kinshasa), aiming at both domestic as (some) international routes.
Better concentrate on that one, I should think as project NEO is about to be announced, pending RDC government approval wheras the KGL plan is far from materialized yet...

Depending approval from the Congolese government which according to the same rumours should come in September, my bet is SN will be granted daily rights on the route (iso 5 weekly now) after which SN will announce both the new daily direct flight schedule AND announce the African hub...
