I think it's a mistake from the journalist (as usual)...

Never heard about a possible return of SN in Nantes since 2001 and the end of Schreiner's Dash 8s.

The journalist speaks about Strasbourg, not Nantes!

And these are not new flights: they have been flown by SN since ages. Only the low cost concept is being introduced.
