That's indeed true. It's all very political. Belgium for example has to build a certain percentage of all Airbus planes (AFAIK it's something around 2%).
Then the contracts are devided between the different companies producing parts like Asco Industries, Sabca, Sonaca.

While this article does not directly discuss the Power 8 plan, it reflects on how Airbus got to its' currrent plight.

I had a good laugh: this article has several factual blunders (EDS or European Defence Services? never heard of it.) and contains nothing more than ideological nonsens.

Concerning the last paragraph of the article : the A400M is an example of a succesful program: no one European government raised objections.
Why the author calls it now 'doubtful' is a mystery for which he give no one substantial argument.
