there already is 2 airports carrying the IATA code of NIS. But yes, i agree, i think it would be better having it the way you described it.

KNIS is not an IATA code, IATA has 3-character codes. 4-character codes are ICAO. And for the rest, yes indeed, first come, first served.

In the US, the ICAO code is the IATA code +K in the beginning. Quite simple.
Actually, your site http://www.airlinecodes.co.uk/ looks to be wrong, the current code for Cherry Point Marine Corps Air Station (Cunningham Field) is KNKT.
