Would anyone out there know if the southeast European countries
of Croatia,Bosnia,Serbia,Macedonia(Skopje), Montenegro and Albania
will be included in the single European aviation market as from the 01st Jan 2007?

My understanding is that there will be a single European aviation
passenger market embracing 35 countries,meaning all the European
Union countries with its new members Bulgaria and Romania also the above listed southeast non-E.U countries.

Does a single European passenger market on the 1st of Jan 2007,
mean that any current and new operator may operate anywhere within the 35 European countries
without any restrictions from their local national carriers?

Iam getting mixed messages in relation to Croatia?
There are unconfirmed suggestions that the new start up Croatian carriers who wish to engage in scheduled operations from 2007
will require permission from the mainstream airlines in Croatia before they are allowed to operate on the current established euro routes?
If Croatia is a signatory to the single European aviation market, then any new or current airline in Croatia,
should be able to operate without restrictions on any route from Croatia and anywhere else from the 01st jan 2007.

You can read this and a lot more in the following document from the second quarterly report from the Air Transport Portal of the European Commission:The Community has signed the European Common Aviation Area (ECAA) Agreement with eight South-East European partners (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Former Yugoslav Republic of Macedonia, Romania, Serbia and Montenegro and the United Nations Mission in Kosovo) as well as Iceland and Norway.
This Agreement will integrate South-East Europe in the single European aviation market and will ensure high safety and security standards and a uniform application of aviation rules across Europe.

I'm not a specialist in all this but as far as I see it, the answer on your two questions is yes, at least in the near future (2010).The ECAA in efect would liberalize the air transport industry by allowing any company from a ECAA member state to fly between any airports in all ECAA member states (including the possibility for foreign company to provide domestic flights). It is expected by the year 2010 the market integration between EU and non-EU members to be completed.
But the ACAA is an ongoing proces. Not all of it is realised or implemented. For instance traffic control ;" The Community regulator will merge upper European airspace, currently divided into national regions. It will organise this airspace uniformly, with air traffic control areas based on operational efficiency, not national borders. Also, it will integrate civil and military air traffic management".
So for Croatia the correct info on your questions for today will be found with

then new airlines in these regions that wish to engage in scheduled operations,
can be denied permission by the local mainstream airlines to operate on their cream routes until 2010!

airline Air Adriatic, is NOT targeting the cream routes from Zagreb-
Frankfurt,Munich,Amsterdam,Paris,Vienna,Rome which are operated
by the mainstream airlines!
