As you mentioned, this is a dialect which is used to in Okinawa.(the southest part of Japan.)
It means "I'm not full of energy because of hungry."
If you were in Okinawa, you would hear young people saying "onaka ga suite gennkiga naidesu."
Young people tends to refuse using their own hart-warming dialects, I guess.
May I ask where did you find this?
