Serbia is to be the "successor". The independence has been wanted for both states, so it was either Montenegro or Serbia who would have called for independence. I am sure both states are in CAT II, and it was Serbia that asked for CAT I, so it will be Serbia who gets the re-assesment. It doesn't bother Montenegro at the moment as YM is too small of a company to begin trans-atlantic, and there is not that much of a demand.
