I Found it !!!
This is Neuchatel inSwitzerland (The city where my familly is from!!!) , it is a picture of the national exposition in 2002 called Expo.02... this building is now sadly destroyed ...

It's Reykjavik!!!
How did I know? I used to have regular holidays in Iceland, and went 6 times in the space of 10 years. I visited Reykjavik on each stay, and thought the terrain (though not the individual buildings) looked familiar. You often saw piles of rocks at the side of the road near the coastal bits, presumably as a sort of wave defence. I have not seen that in other places.
