I still remember the days when I went spotting at 'de Mosselbank' @BRU when there was a heavy taking off you could see the same thing too. But didn't went anymore to there since one or two years , so I wouldn't know wetter you can take these shots nowadays too , probably when it's very dry.
I know some airports where such a cloud of dust that close to the RWY would trigger strict response from the operations officer and is likely to shut down the construction area.
The additional 250M of runway are already there for about a year but haven't been used yet.
The Treshold of the RWY 22 will be 250M later at the runway so basicly the runway is not extended for landing traffic.
Departing traffic will indeed have 250M extra runway available.

Well, the flights out of Maastricht make an early left turn in direction of Aachen en near Gulpen they turn right to Olno, so the city of Maastricht has no noise of the airport, but they do have from Liege when the aircraft intercept the ILS over there...hopefully this is clear enough.
