Nice and Berlin are both wrong. :(

Geographically, Berlin is the closest yet (in terms of distances from this place to the cities guessed so far.)

Guys and Ladies,

I'll be unavailable for a while and I won't be able to follow the game, therefore I wish to ask one of you to lead this turn.

Since Advisor was almost crying being beated by Comet.....maybe he would like to take it over.

 What and where is this structure :?:

 Clues

It was built in 1899 by the architect Swan & McClaren and founded by Martin, Tigran & Arshak Sarkies. Also if i am correct it was gazetted as a national monument on 6 Mar 1987.
