Communications to investors are regulated and monitored by the Securities and Exchange Commission. No doubt there was an intent in January 2021 to plan scaling down LGG, because if there wasn't and FedEx is found out, lawyers will be called. Likewise if the plan changes significantly (e.g. no more scaling down), it would be announced promptly because again... lawyers involved if not.
The timeline at the time was 18 months so a year from now. When do unions have to be notified? That will probably be the next public step.
