Because, for whatever reason, it can't be used. Having one brake inoperable is not that big a deal. It's taken into account for the performance numbers, but that's about it.

Why would the Smurfs be gone? SNB is Rackham, not the Smurfs.
In any case, as far as I know, SN Maintenance & Engineering doesn’t have the capability to do a full repaint at BRU, so the paint scheme on SNB should still very much be the same.
