IIRC the official quote was " up to " US$ 2 billion above budget and that through to 2009. As a %, it is ca. 20% which is perfectly reasonably given the size and timescale of the project.
Furthermore, quoting US$ (instead of €) gives an inflated figure due to the present currency situation.
