Ryanair used to do this (may still do, it's been a while since I flew with them). The bags, assuming they hadn't been used, could be used to contain photographic film. So, holiday makers were able to put their snaps in for processing at the end of the flight.

I don't think it's just a question of fit. There are considerable overheads in being a member of an alliance. Realistically, an airline needs to ask itself whether the extra revenue can justify the expenditure. This is especially true for smaller alliance members who are really only used as feeders ...

I suspect what happened is that the collapse of Air Wales (and Ryanair's spat with Cardiff Airport) presented them with an immediate opportunity to take over their profitable routes from Cardiff. This had to be done before anyone else got in on them. They probably reasoned that Liege was higher risk ...
