Small information: according to the batc site, maintenance work on runway 25L is scheduled today between 1:30 p.m. and 3:30 p.m.! The runway for landings would be the 25L AND the 19. Takeoff in 19 ! The aircraft could still be handled at EBBR while having destination EBMB. This has happened in the past already. Ailerons raising after touchdown is indeed a newer feature. It came with the ELAC L97 software update. If the aircraft has ELAC computers with software version L97 or newer, it will feature this behaviour on touchdown.

When parked the A320 ailerons will be dropped down indeed as long as the hydraulic pressure in the Green and Blue hydraulic system is not sufficient to overcome them from dropping down due to gravity. No experience either. However, they don't need an approval from the authorities, provided that the land owner agrees and the departure spot fulfills the specifications described in the KB.

So the departure could very well have taken place somwhere near the Berendrecht Lock indeed. According to ads-b data the last flight was on 8 May with destination Port of Montréal, it probably arrived in Antwerp via ship.
