Why would AA come to BRU with only one route to a smaller destination like PHL? In the past, they also flew to BRU from JFK and ORD.

I don't think the runway is blocked by the unions: business aircraft are taking off and landing. Of course, their terminal is on the opposite side of the airport compared to the passenger terminal.
