I can assure you that seen from ATC radar ops room, the traffic has increased .... even if it might be denied from behind a management's desk ... We, AT Controllers, have to face it everyday and work it live ...

The problem was the runway edge lights : they were snow covered, so not giving the required power !! the low visibility procedures were not applicable because of this !! The TWR has a sort of "checklist" to apply when starting low vis ops
