So could someone just explain why Bravo Airlines a spanish carrier made an agreement in January 2008 to use the traffic rights of LAC, and when they introduced the demand in front of Belgian Mobility and Transport direction to start operating their demand were rejected, but in the case of Brussels ...

What you call "methods from the maffia" is just legit business... I admit, it's not the most decent way but it is definately a legal way.

AirDc project has been definitely cancelled. The fight between Hewa Bora and Brussels Airlines. I really hope that Hewa Bora will be able to operate their two flights to Brussels, just by fairness. The idea is not to run the operations there, yet to have the administrative HQ there. The main reason being the certification of the aircraft. The certification process in Mauritius is very similar to the European process. I guess they chose a country with a similar process for perception reasons ...
