This is rather an anomaly on Flightradar24: Yesterday (24 March), Brussels Airlines resumed flights to Tel Aviv. Airbus A320 OO-SNJ operated flight SN3289. There is no low-cost terminal at Brussels Airport. Only walk-in gates at the minus one level of the airport which can be used by any airline, SN/FR/etc...

One certainly could agree that the drop-off towards the airport can improve drastically. It’s dirty, boring, you can find homeless people, at the door you will smokers in your way and you need an oxygen system to survive the busses that are idling during pause.
