On the occasion of arrival of the 10th World Accreditation Day, Commercial Aircraft Corporation of China, Ltd. (COMAC) kicked off Aviation Industry Total Quality Management Upgrading Action on June 2nd, 2017, and issued an Action Plan for Aviation Industry Total Quality Management Upgrading by Certification and Accreditation to promote the strengthening of total quality management of China-made trunk liner program and help China’s aviation industry to rank among the world’s advanced. During the kick-off ceremony, Shanghai Entry-Exit Inspection and Quarantine Bureau and Shanghai Municipal Commission of Commerce jointly issued an “Imported CCC Product Integrity Model Enterprise” certificate to Shanghai Aircraft Customer Service Co., Ltd (SACSC) of COMAC.
According to the action plan, COMAC will use internationally accepted certification and accreditation measures and follow international advanced standards to establish the aviation industry quality management system (AS9100),benchmark against international airworthiness certification requirements of EASA, FAA, etc. to set up and amplify the management specifications for quality, safety, environment, energy, occupational health and safety, etc. that meet the specific requirements of international aviation industry, speed up the equivalent conversion of international airworthiness certification standards and specifications, and promote the China-made trunk liner to enter into international aviation market.
Shanghai Entry-Exit Inspection and Quarantine Bureau expressed that the plan had established a supplier classified and graded management model with respect to the characteristics of the China-made trunk liner program, such as high integration level and numerous suppliers, improved the certification and acceptance mechanism for air materials, aviation equipment, general standard parts, etc., and improved the supply chain management system. Meanwhile, the plan would support the promotion and application of green product and other product certification in aviation industry, actively participate in the research and development of new certification and accreditation programs meeting the development needs of aviation industry, promote the application of new technologies and new materials in the programs such as China-made trunk liner program, and promote the upgrading of aviation industry and its supporting industries.
In the improvement of quality management training and capacity evaluation system, the plan would build a production, education and research integrated innovation platform for testing, inspection and certification, and promote the multi-level integration of testing, inspection and certification with modern aviation manufacturing technology to enhance the technical support capability of aviation industry development.
Certification and accreditation is an internationally accepted quality management measure and trade facilitation tool. It is widely used in global aviation industry. It plays an important role in ensuring the quality and safety of aircraft manufacturing and operation, establishing mutually beneficial relationship with relevant parties, enhancing market confidence and enhancing core competitiveness. It is reported that COMAC has actively promoted the application of certification and accreditation in total quality management through the implementation of the Action Plan for Aviation Industry Total Quality Management Upgrading, and established international advanced aviation industry quality management system and civil aircraft safety management system to help the China-made trunk liner fly to the world.
It is known that Certification and Accreditation Administration of the People’s Republic of China (CNCA) and Shanghai Entry-Exit Inspection and Quarantine Bureau will actively promote the quality upgrading action to be deeply taken in aviation industry, and comprehensively promote the quality upgrading of aviation industry through certification and accreditation measures.
