Heston Airlines to launch operations in early 2021 as an all A320 family operator focused on charter and ACMI markets. Heston Airlines is in the process of receiving AOC from Lithuania and plans to start its European operations with three A320s, with plans to grow its fleet to seven aircraft by 2022. The CEO is Jonas Rinkauskas.

Flypop announces a significant investment from the UK Government’s Future Fund. flypop plans to launch in 2021 with scheduled flights to India. The carrier, now completing its final funding round, will begin negotiating airport deals in both the UK and India. In addition, it will continue discussions with aircraft manufacturers.
Lone Star Air was named as the national airline of Liberia, flying with a single aircraft. The airline will focus on connecting the West Africa sub-region, flying to 11 destinations.

Not really a start-yp, although in Europe it is: Amazon (operating as Prime Air) has officially started operations at its first European hub at Leipzig/Halle Airport in Germany, with two B737-800s.
Emerald Airlines is seeking an Air Carrier Operating License from Irish aviation regulators, as it looks to win the bid for the Aer Lingus Regional contract, which ends in December 2022.

Braathen Air, the project name of the new airline by Erik Braathen, has applied for an AOC. Braathen is now working to get the first plane in the air before summer 2021. Fly Coralway obtains its air carrier license. The airline plans to provide regular air service from Papeete (Tahiti) to certain South Pacific island states and territories.

Dutch Southern Airlines and Stage-Air are two new start-up airlines in the Netherlands, looking to secure AOCs and funding to launch.
Emerald Airlines is poised to take over the Aer Lingus Regional contract when it is renewed in two years’ time when the current deal with Stobart Air runs out in December 2022.
Ultra Air files initial paperwork with Colombian authorities to begin operations with A320 and B737 MAX 8s, with flights out of Bogota and Medellin to domestic and international destinations. The carrier, founded by William Shaw, will be based in Medellin.
Vietravel Airlines is completing the procedures to apply for an AOC in Vietnam, weeks after receiving a business license. The AOC is expected to be issued in December 2020.

Miami Air International (US, Delaware) was found willing, and able to conduct interstate charter air transportation of persons, property, and mail; and transferred to it the interstate certificate authority issued to Miami Air International (US, Florida).

Bees Airline plans to start operations at the beginning of 2021 with two B737s, pending certification by Ukraine. The expansion plan foresees the fleet will double within six months. Initial flights out of Kyiv Sikorsky will be operating as non-scheduled, and later scheduled.

Ecuatoriana Airlines will begin operations as a LCC with one BE1900D, with a Q400 or ATR72-600 entering the fleet in mid 2021. Certification is pending.
Ego Airways obtained its Italian AOC and was assigned EGW as its ICAO operating code. The carrier will launch domestic operations in early 2021 with two aircraft based out of Milan Malpensa. The fleet is expected to grow to six in a short time.

Correction: Ecuatoriana Airlines will begin operations as an LCC with two BE1900D, which will be used to re-open dormant or cancelled routes and new city pairs. The carrier is currently mulling four or five of the SAAB 2000, Q400 or ATR72-600 from mid-2021. Certification is pending. Later, for international operations, the airline will transition to jets.
