According to "De Tijd", ABC initially planned 12 flight a week. But due to logistics problems at Liège, this number has been reduced to 6.
That's the "delay" ! Actually it's rather a slower start

Russian freighter operator AirBridgeCargo Airlines (ABC) is retaining a significant number of the flights it transferred from Amsterdam Schiphol Airport (AMS) to Belgium’s Liège Airport (LGG) last month despite regaining the slots it had lost at Schiphol.

Yeah, but the local potentate doesn't have the same power as others to control the winds and determine the RWY in use ...
I seem to remember that the ILS for 22L at EBLG was recently renewed. As such, a trial (verification) period might be necessary before utilising the system for CAT II/III approaches.

Correct. The new ILS on rwy 22L has to radiate 720 hours without major issues before beeing certified for CAT II/III operations. That brings us till mid-january 2018.

Thanks KriVa and FredATC, I learned something (which makes this part of the forum interesting ).
It looks like though that they will test it for more than 720 hours, or they do not operate it continuously. This also explains the odd end date of the NotAm : 31st of Jan at 15:30 !
Let's hope that the Wx remains clement.
Many years ago when EBCI was not properly equipped, my flight had to divert to EBLG. Landing was just into Cat III, an "interesting" experience.
Regarding the 720 hours:
There’s probably some leeway calculated in for downtime, maintenance, other runway configurations etc.
Better to overestimate the time required and cancel the NOTAM early, than the other way around, I would say.

Specially at Liège : most of the time on weekdays RWY 22L is closed for works and 22R is in use. And as ILS 22L and 22R share the same frequency, it's impossible to keep the ILS 22L on the air !

What is a fact is that B748 reduce airport capacity at Liege !
And this is not a joke. As Liege is not certified for code F aircraft, a special procedure has been implemented to accomodate the B748. The latter can reduce drastically the airport capacity !
The funny part is that nothing is foreseen for Antonov 124 (code F as well, even larger than the B748), a regular visitor of Liege Airport

Very strange thing: LGG was always a good option for low cost companies but the (politic) rule in Wallonia was clear: all cargo in LGG, all pax in CRL, with very few exceptions.
For those unaware this is a very common situation in Wallonia, despite the fact that Liège is a much bigger economic center than Charleroi, the population (the voters) can bias the balance quite intensively.
If Ryanair can come now it can only be for 2 reasons : CRL is full and/or long haul projets.
