That's a contradictio in terminis: "circling approach" is an IFR-only conception - or I should have missed something. But certainly I never heard the expression in my - VFR-only - training.

A circling approach is a visual phase of an Instrument approach. The required visual references have to be established, but it is a visual manoeuvre, whilst flying IFR (IFR separation standards still apply, for example).
Don't mistake VFR-IFR and VMC-IMC.
IFR Flights quite often (more so in the US) request/get a visual approach to a runway. This doesn't mean they stop being an IFR flight when cleared for the visual approach.
