According to International Civil Aviation Organization (ICAO), the right to provide air navigation services in the airspace above the Crimea and large parts of the Black Sea belongs exclusively to Ukraine. Such a position was expressed by ICAO in the course of negotiations between the representatives of Ukraine and the Russian Federation, which took place on the 8th of April in Paris.
Currently there are places in the aforementioned area where Ukrainian air traffic controllers don’t have radar or communication coverage. This, according to ICAO, is a serious threat to air safety within the region. Moreover, Ukraine is accusing Russia of violation of a whole set of international regulatory agreements regarding civil aviation.
The representatives of Ukraine stated that they continue to provide air navigation services within the region in accordance with these agreements and international law. The Federal Air Transport Agency of Russia had no comments whatsoever.
