247 passengers and 10 crew. That's way over the capacity of that plane! :o

I was wondering that, all the time. Sooner or later, someone is going to have some explanation to offer.

Normal for IL76 and this is not the deadliest crash for this type.

Normal? Do you mean "according to the given norm"? Excuse me for having some reserves. OTOH if by "normal" you mean "a common occurrence" i.e. a de facto norm than I am afraid you may well be right. More's the pity.

Maarten is pointing to the high passenger load: 247 passengers and 10 crew members seems high but is a normal load for this type of aircraft apparently....

Again, please define "normal" ?
Yes, it may be common practice, I can well imagine.
But please consider what "normal" really means: "according to the norm". What is the formal given norm for the number of humans to be carried on (this particular type of) an IL76? If there is any... Something tells me the POH (Pilot and Owners Handbook)(the primary source for any "norm" for a given aeroplane) will not give firm numbers...

According to Ilyushin, the maximum number of passengers is 225.

The normal version of the Il-76 is for 140 soldiers. Only the double-deck variant can accept 225 passengers, like in the picture hereunder. Comfortable?
